The General Meeting of the International Federation of Social
Workers was held in Geneva, Switzerland 10-12 July at the office
of the International Labour Organization (ILO). More than 100
delegates and others from 36 member organisations were present
or represented by proxy: Australia, Austria, Brazil, Bulgaria,
Canada, China, Colombia, Cuba, Cyprus, Denmark, Finland, France,
Germany, Hong Kong, Iceland, Ireland, Israel, Japan, Kenya,
Kuwait, Kyrgyz Republic, Malaysia, Mauritius, New Zealand,
Nigeria, Norway, Philippines, Portugal, Romania, Russia,
Singapore, Spain, Sweden, Switzerland, United Kingdom and USA..

Organisational changes approved
After an
intense debate the General Meeting approved most of the proposed
changes to the IFSW Constitution and By-laws.Membership
The changes mean that a new membership system is now in
operation with two categories: Full membership which
applies to existing member organisations who are able to fulfil
all the requirements of membership, and provisional
membership, now applied to existing member organisations
unable to meet one or more of the requirements. The new status
of member organisations is to be settled not later than by the
end of 2002, following a country-by-country process to determine
the status. Prospective full members having applied for
membership but not yet admitted shall now be known as
Candidates.
Size of the Executive Committee
The Executive Committee was reduced from 17 to 12 members.
The new Committee consists of the President, five regional Vice-Presidents,
the Treasurer and five Members-at-Large, one from each region:
Africa, Asia & Pacific, Europe, Latin America & Caribbean and
North America. The elections of Vice-Presidents and Members-at-Large
took place at regional level, but during the General Meeting.
Term of office
The term of office was changed from 2 to 4 years, and no
individual may serve in one Executive position for more than 8
years, while no individual may longer than a total consecutive
period of 12 years. To ensure continuity, half of the Executive
Committee will be elected at one General Meeting and the other
half at the next. As a transitional arrangement, half of the
Executive was at this meeting elected for four years and half
for two. From 2004 all elections at the General Meeting in 2004
will be conducted on a four-year basis.
Regionalisation
The management of applications for membership was
transferred to the regions, meaning that the assessment of
membership eligibility now rests with the region, which will
make recommendations through the Executive Committee to the
General Meeting. The regions shall also appoint a Regional
Committee and if possible set up a Regional Secretariat. The
regions shall also monitor member organisations to ensure that
they fulfil the criteria for membership.

Carvajal, Colombia, Vice-President for Latin America and
Caribbean (4 years), Gary Bailey, USA, Vice-President for
North America (2 years), Fiona Robertson, New Zealand,
Treasurer (2 years) and the following Members-at-Large: Africa:
Charles N. Mbugua, Kenya (4 years), Asia & Pacific:
John Ang, Singapore (4 years), Europe: Monica Egan,
Ireland (4 years), Latin America and Caribbean: Joaquina
Barata Teixeira, Brazil (2 years), North America: John
Mould, Canada (2 years).

Membership Fees to increase
Membership fees
to IFSW have been unchanged since 1997. It was necessary to
review this in the light of increased costs of operation, and
also because IFSW has experienced account deficits in recent
years. The General Meeting approved an increase and the standard
membership fee will raise from 1.40 Swiss franc per member in
the member organisation to 1.45 Swiss francs in 2003 and 1.50 in
2004. The minimum fee, however, will remain at 250.00 Swiss
francs per year. A task force on membership fees was established
by the General Meeting and appointed by the Executive Committee.
The task force shall provide recommendations to the principles
that should guide the setting of membership fees. Members of the
task force are in addition to the IFSW Finance Committee members
Imelda Dodds. Fiona Robertson and Tom Johannesen, Kaj
Frederiksen, Denmark, Tony Widmer, Russia and Gary Bailey, USA.

Two new members approved and two suspended
The
Association of Social Workers in Turkey and the Croatia
Association of Social Workers were both approved as new full
members. An application from Indonesia is pending while
more information is collected. The Union of Social
Professions of Egypt and the Union Professionelle
Francophones d¹Assistantes Sociaux, Belgium were both
suspended due to lack of payment of membership fees. The
provisional membership of the Interim Committee for Social
Workers¹ Associations, South Africa was also suspended as
the maximum period for provisional membership has elapsed and it
had not been possible to establish a structure to sustain full
membership. Two provisional members, the Association of
Social Workers of the Kyrgyz Republic and the Mongolian
Association of Social Workers were granted full membership.
For the provisional members in Latvia and Lithuania,
the membership status was prolonged for a further two-year
period.

Social Work Around the World II
The second
volume of the IFSW Book Series "Social Work Around the World"
came hot-off-the-press to be launched at the General Meeting.
The book, edited by Tan Ngoh Tiong, Singapore and Imelda Dodds
is presenting 14 articles on international social work in three
main chapters: Social Work Practice: Focus and Issues;
Contextualizing Social Work Practice; and Globalisation, Social
Development and Social Work Education. The book is dedicated to
the memory of Celia B. Weisman, IFSW former Main Representative
to the United Nations in New York, who died in 2000. Celia was
also a leading specialist in social work and gerontology, and
one of her last speeches "Ageing is not a disease" form the
first presentation in the book.

Human Rights Commission now joint with IASSW
The General
Meeting approved that the IFSW Human Rights Commission,
first established in 1988, is to be merged with the Human Rights
Commission of the International Association of Schools of Social
Work (IASSW). The leadership of the new commission is to be
rotated, with IASSW taking the lead for the first four-year
period.

Memorials for Celia B. Weisman and Andrew Mouravieff-Apostol
Two new memorials were approved, the Celia B. Weisman
International Lecture and a Medal in Memory of IFSW former
Secretary General and Honorary President, Andrew Mouravieff-Apostol,
who died in 2001. The medal will be presented to an individual
or organisation that has made significant contribution to
international social work. Both the lecture, initially to
concentrate on social work and ageing, and the medal will be
inaugurated at the next World Conference in Adelaide, Australia
in 2004.

Global Standards for Social Work Education
A discussion
document from IFSW and IASSW on Global Qualifying Standards for
Social Work Education and Training was presented for the General
Meeting. A joint committee of the two organisations aims at
presenting a final document in 2004, and welcomes at this time
comments from the affiliates of the two organisations and others.

New Ethical Document on its way to 2004
Arne
Groenningsaeter, as the convenor of the IFSW Permanent Committee
on Ethical Issues, presented a draft document of principles for
ethics in social work. The draft is to form the basis for a new
IFSW Ethical Document to be presented in Adelaide 2004,
replacing the former document from 1994. Following the General
Meeting, a 3 1/2 hour consultation with member organisations and
others was arranged in Geneva. Around 20 people participated.

GlobalisationPolicy: Displaced Persons, HIV/AIDS and
The General
Meeting agreed on a statement on HIV/AIDS, calling governments,
world and regional bodies to fund prevention and treatment. (See
General Meeting documents at the IFSW web site). An interim
policy statement on Globalisation was also approved, as
was a new Policy Statement on Displaced Persons. The General
Meeting further agreed to work on policy statements on children,
and on occupational social work, and accepted a British proposal
to join the Global Initiative to End All Corporal Punishment of
Children.

Action Plan 2002-2004
A detailed
Action Plan for the period 2002-2004 was discussed and approved
by the General Meeting in the areas of Policy, Human Rights,
Ethics, Conferences, Structure and Operations, Membership,
Finance, Editorial and Publications, Friends of IFSW, and
External Relationships. The Action Plan will be published at the
IFSW web site as soon as it has been edited.

Adelaide 2004, Munich 2006 and competition for 2008
The next
General Meeting is set for Adelaide, Australia September 29 -
October 1, 2004, immediately ahead of the joint IFSW-IASSW World
Conference Global Social Work 2004: Reclaiming Civil Society.
The General Meeting formally approved Germany¹s bid to arrange
the World Conference 2006 in Munich, celebrating IFSW¹s 50-year
jubilee. Three member organisations expressed interest in
arranging the World Conference 2008: Brazil, Hong Kong and the
United Kingdom. Bids will be received at the Executive Committee
meeting 2003 and the General Meeting in 2004 will take the final
decision. For 2010 and onwards, a joint bid and decision process
is to be set up with IASSW.

High Commissioner for Human Rights, the Special Rapporteur on the sale
of children, child prostitution and child pornography, Mr. Juan Miguel
Petit.He urgently needs information for his forthcoming report to the
Commission on Human Rights. The attached letters from him are in English, French and
Spanish. If you send any information to Mr. Petit, it might be a good idea to
send a copy of your letter to the IFSW Secretariat too, so that we can forward
the information to our UN-representatives.

forthcoming report to the Commission on Human Rights, which will focus upon the
issue of non-criminalisation of child victims of sexual exploitation, please
find below the three language versions of this letter (English, French and
Spanish). I would be most grateful if you would forward this to your offices
around the world, and other organisations and individuals whom you consider
may be in a position to provide valuable input.
Although most of the questions are quite country-specific, it would
also be extremely useful to receive information about any studies done on this
issue generally, as well as your own experiences, ideas and comments.
The deadline for receiving information is 1 November 2002, but I would
appreciate receiving your submissions at your earliest possible

At the informal regional meeting in Geneva, we discussed whether or not to
continue the publication of the Eurosocialworker.The opinion of those
present was that it is important to continue.Inorder to save money,
we will try it as a web based publication for the next year.
The goal of the Eurosocialworker is to encourage communication among
the regional members.The only way that this will be possible, is if we all
contribute news of our organizations or the social service system in our
countries or developments within the social work profession or comment on
regional issues twice a year.Most associations have local journals or
newsletters.If you can forward one of the articles that you think
will be
of interest to others, we will have an interestingnewsletter.Obviously,
the most common language is English, but we willpublish articles in Spanish
and French, also.Depending on the health of thebudget, perhaps we cantranslate some articles.
It was agreed to ask each association to nominate a contact person and
to let the secretariat know who that is.Please try to send the first article
during October so that we can put out the newsletterin November.

Child.
What can we do on social work action day?According to the IFSW European Meeting 2002
Geneva/July the actions we can plan include: Organizing events with young people / involve
young people in the day / SHOW PARTICIPATION IN ACTION!
Issue a Press Release including the IFSW uropean Region action in the field and local
examples of social work in action.
IFSW promoted the new Manual on the Convention on Rights of the Child and Social Work.
You can translate or publish a summary in your magazine.
Write an article in your own association magazine about one of the themes or about
IFSW SOCIAL WORK ACTION DAY.
Include material and links on your organisation's website.
Work with other organisations in your country or with other organization members of IFSW.
European Secretariat will assist you to contact them and to work together.
- Arrange a journalist visit - take ajournalist to see a childcare facility,
meet children and families.
- Arrangeameeting in Parliamentand/or withlocal politicians around the theme of the Action Day.
- Try something original! How about making awebcam link between 2 or more countries involving
children and young people, perhaps using music ordrama - tell the local press!

It is a pleasure to write to you and the colleagues in Turkey to
confirm that the Association of Social Workers in Turkey was
approved for full membership in the International Federation of
Social Workers at our General Meeting in Geneva July 10 -12 this
year. We know that your organisation has been working towards
membership in IFSW for many years, and we are all pleased that
this now has been accomplished.
We have noted that you belong to our European region, and hope
that your organisation can participate in our activities both in
Europe and in the global context. Full information about our

I have received the Turkish translation of our publication
"Human Rights and Social Work" along with the other documents in
Turkish. It is great that you have made the translation, making
this core document more available to your members and others.
The requirements we have towards our member organisations and
the rights you have are as quoted in our Constitution:
a) All Members shall:
- submit such documents to the Secretary
General, at such times and in such forms as is prescribed in
the By Laws
- observe these Articles and the By-Laws
- endorse and promote among its membership
the document “The Ethics of Social Work, Principles and
Standards†and the policies currently approved by the
Federation
- pay membership dues as prescribed by
resolution of the General Meeting, in accordance with
applicable procedures set out in the By-laws
- promote the profession within their
country and at the international level
- apply the ethical principles of the
Federation
- contribute to and promote Federation
activities in their respective countries.
- support international conferences
promoted by the Federation through promotion to their members
and endeavouring to send official representation
- support and endeavour to express
international solidarity in relation to international
standards of human rights
- shall participate in the work of
Committees
- shall support the Federation’s
international conferences by ongoing promotion among its
members and by making efforts to send official representation
b) Full Members
shall:
- be entitled to receive direct
communication and all member publications and materials from
the Federation
- be entitled to full participation in
Federation elections in accordance with these Articles and the
By-laws
- be eligible to participate in the work
of Federation committees
Our By-Laws describe specific obligations
of membership as follows:
a) Members are obliged to submit to the Secretary-General
each year, in any of the three official languages:
i) A copy of each annual report or its equivalent; Numbers and
categories of members in the current year; A list of the names
and addresses for contact purposes of officers of the member
organisation following their election and when changes occur,
not less than annually;
ii) Upon request by the Secretariat or the President, a means of
contacting expert members of the national organisation,
in the event of such experts being required in connection with
specific tasks for the Federation;
iii) A copy of the organisations journal or other such
publication. Upon request by the Secretariat or the President,
information to comply with any assessment process related to
conditions of membership of the Federation.
b) Members shall not discriminate against groups of social
workers or individual social workers on grounds of race, colour,
ethnic origin, gender, language, religion, political opinion,
age or sexual preference.
c) Members shall promote among their membership regular
professional training, based upon an organised sequence of
social work education, and incorporating ethical standards of
practice compatible with social work principles.
We have accepted that you pay 100 € in membership for this
year and next year, and that we from 2004 look at this again to
find a way forward. The fees for this year can be transferred to
our account
